Manager sent email out requesting people come in 15minutes early.

Hello, At the company I work for, as long as I've been here and much before, there has always been a bit of flexibility with shift start/end times. Shift times are; 06:00 – 14:00, 14:00 – 22:00, and 22:00 – 06:00. People generally would clock in half an hour or so before shift start, and do their handover so that the other guy could leave, usually anytime between half past and 20 to the hour. As this is a 24/7 operation there is always someone to hand over to The site operations manager has just sent out an email stating that everyone MUST clock in 15minutes before the correct shift time, but not leave until the correct shift time. So basically doing 8 and a quarter hours minimum each day, instead of the 8 that we are paid for. This this enforceable and or legal? I'm in the UK by…
