My boss pushed one of my direct reports to use his wife’s company as a contractor.

I find this to be a huge ethical violation to pressure a person into this especially from the c suite level. Does anyone have thoughts on this? She said she felt pressured and attacked to do it so she did, but told me about it. What is wrong with people?
