My company has a raise plan and it sucks. My Boss’s boss is OKAY with me telling people that.

I work in Human Resources at an E-Commerce warehouse. We have a raise “plan” for employees that if you do the math on (factor in *good* inflation numbers, ignore cost of living) you will come out making less than what you started at as an entry level employee. When I explained this to my boss he said “I know, I'm fighting them to make it better. If it doesn't out-pace inflation it's not a raise” and I said “Right? How is corporate okay with this?” He doesn't understand it either. Don't get me wrong, he's not antiwork. However he understands Math and is simultaneously fighting for higher wages for our workers (while being a wunderkind in their eyes) and they just ignore him. Does the whole problem of wages just boil down to a few hundred stubborn people running these companies?
