My mother says her employer undercut her by $2 /h when she started her job.

My mother recently started a position as a caregiver for the elderly. I'm not sure of whether it's full-on CNA work, or just general assistance, but she just recently started. She said she was told she would be paid $19 /h, but saw she was only paid $17 /h on her pay stub. She says she emailed her employer/higher-up, and they told her the problem would be fixed soon. When my mother told me this, I told her to get everything in writing, on recording, on any form of evidence she can. Does she have a foundation to build off of in regards to legal action if she catches them in the act or gets them to admit anything? If anyone has some advice, whether they're a lawyer or an anti-worker, I'd be grateful.
