My sister is being taken advantage of at work. How can I help her?

My sister works for a small coffee shop in a small town. I grew up in this town and there are not many employment opportunities there. She has been making $11 or $12 per hour depending on if she’s baking that day, which is shady in its own right. But the manager has left and my sister found out she was making $15 per hour. My sister was offered the manager position, but they said they would only pay $12 per hour because the other girl had more experience. She told them she wanted $14 and they said they would get back to her. Well now it’s been several weeks and they haven’t gotten back to her. In the meantime she’s been picking up the slack because there’s no manager. They are purposely keeping her in limbo so they can have her do the manager’s job and not pay her…

My sister can’t just leave because she can’t go without income and there aren’t any good alternatives right now. My blood is boiling and I want to do something but I know if I complain or call them out, my sister will suffer the consequences.

What can I do?

Edit: I forgot to mention, the owners don’t even live in the same state. I’m not sure what their connection is to this town.
