My work is trying to take disciplinary action against me, so I have started recording the meetings, my boss says that’s no longer allowed

In my previous zoom meeting in which my job started to take disciplinary action against me (because I refused to take on more and more complex work until I was compensated for it, because I argued it was out of my classification), I asked my boss for permission to record the meeting through zoom, which he gave to me. In our follow up meeting this morning, I again asked for recording permission, and he told me that his superiors told him that he was not allowed to let me record the meetings. I told him that in that case, I would be recording the meeting on an external device, and started recording on my phone. What are your thought? I live in California and work for a public institution, and my understanding is that as long as both parties are informed that the recording is taking place, it is perfectly legal (a la the disclaimer on phone calls that “This conversation is being recorded for quality assurance and training purposes”). Can they legally prevent me from making recordings of meetings on an external device? Am I legally obligated to provide my boss with a copy of the recordings?
