Need advice from HR professional.

I work as an operations manager for a small traffic control company. My position encompasses the majority of HR duties for our company. Our owner has a “No Discussion of Wages” policy with consequences resulting in termination. I have brought it to the owner’s attention that the policy is not in line with labor law. He has explained that he is not concerned with the law. What is my personal liability for having employees sign our policy manual knowing that the policy is in violation? I have told my employer that I will not personally enforce the policy and will not lie to an employee if the policy is questioned.
