Nepotism CEO is bad at basic business

I'm just so frustrated. I have 2 degrees in STEM and I'm being paid basically min wage (£21k before taxes/PAYE, 17k after) to do a lab job that necessarily requires at least one degree. We are the lowest paid lab in the area and lose about one person a month (and it takes like 4 months to train someone up) This last week a coworker of mine got accepted for a job in a different department with increased responsibilities. The kicker? It was advertised at a lower wage than the job he was already in, but because they're so “considerate” they're just going to continue paying him his previous salary. I've openly talked about looking for new jobs and try make an at least two applications a week. Everyone understands, most are also looking for new jobs.
At this rate, they're going to lose everyone right as the company is trying to expand.

The only reason so many people have put up with this is 1) this is most people's first job out of uni, and 2) our supervisor is phenomenal and has fought for us against other stupid decisions the CEO tried to make. (You know what's a great idea? Announcing everyone is moving to a nightshift with like 2 days prior warning. Supervisor was able to convince CEO that that was a shit idea, and compromised to a weird hybrid system so people relying on public transport can actually make it in)

When I resign (hopefully in the next couple months) I want to write a resignation letter to the CEO outlining why I'm leaving and how his decisions played into it. While I don't care to do him any favours, my coworkers deserve better.

How do you not realise that to retain good workers for longer than 8 months you have to pay them a wage that's actually in the band for that job (fun fact, for the type of worker I am, the national average minimum is 23k. Still low as fuck, but marginally better)

I'm just so tired of it. 17 fucking k. It's insulting.
