New Incompetent Coworker Promoted Over Me

Hello everyone, The title pretty much sums it up. I have been at my job for almost 3 years now. I have been praised for my work many times and I have always gone above and beyond. About a month ago my boss left the company, and my team was moved under a different department head. We hired a new team member (J) around the same time my boss left. He did well on the skills assessment everyone on my team has to take. However, he's not reliable with completing tasks. For example I assigned him a task that gets done every Tuesday, and I found out yesterday he hadn't done this task since mid-January. The title pretty much sums it up. I have been at my job for almost 3 years now. I have been praised for my work many times and I have always gone above and beyond. About a month ago my boss left the company, and my team was moved under a different department head.

We hired a new team member (J) around the same time my boss left. He did well on the skills assessment everyone on my team has to take. However, he's not reliable with completing tasks. For example I assigned him a task that gets done every Tuesday, and I found out yesterday he hadn't done this task since mid-January. He also is assigned several files for a client that go out on Thursday, and there hasn't been a single Wednesday he's gotten all the files done.

I was recently given a raise and told I would be promoted. However, our CEO sent out an email saying: “triple_skyfall is promoted to position B and J is promoted to position A”. Position A being a higher job title with better pay. I was shocked. I feel like this is a total slap in the face. I really like my company and thought I had finally found one that was fair, but yet again it seems I was wrong.

I asked my new boss why J was promoted over me, and the main reason he gave was J's “years of experience” (which I also have, albeit not as much apparently). Maybe this is a funky idea, but I feel like years of experience become pretty irrelevant when you don't do the work you're assigned, but that's just me.

Once again, I am hit with the realities of how little hard work matters.
