New Job, same BS

I work for a non-profit which has a mission to expand biomedical research. In September the horrible CEO/President FINALLY retired. She ruled the organization with an iron fist, forced people to come in during the pandemic, and walked around the office to make sure your butt was in a seat by starting time. There a multiple glass door reviews about how bad it is to work here, the turn-over rate is extra high, and the employees were so disgruntled that they talked of forming a union. The new CEO has been here a week and has not bothered to email staff, hold a staff meeting, or make herself available to anyone other than people in the C-Suite. She was the first woman to run the CDC and during that period, so many people left the CDC due to the toxic culture that Congress had to investigate how much she damaged…

The board is oblivious to the toxic work environment and they have just hired another toxic leader. I was just reassured by leadership that not much is going to change. The employees keep asking for change and the leadership does not care. I am considering trying to bring my co-workers together to draft a letter to the board to show how much mismanagement is happening.
Has anyone ever written to the board about their work environment?
