New manager, questionable tactics

I work for a medium sized office, approx 40 people. As one can imagine, there's a lot of opinions, shit talking, the usual, but we mostly all get along. Our new manager, who used to be a peer, was promoted and she's now in charge. Her first order of business was to hand out a worksheet (that she found on the internet) that asked us what our feelings were about the office policies and various other things including what we expected from a manager etc. The forms were to be filled out anonymously and given to her. The next day, we all received a packet with the questions and everyone in the office's answers to all the questions! While technically it was still anonymous, we were not told that our answers would be shared with anyone! There are a lot of hurt feelings and office morale has never been lower.…

What do you guys think about what she did? On one hand, I understand she was trying to get everything out in the open, but the fallout has been pretty bad.
