Non Compete Post resignation

I recently resigned from an engineering consulting company after 5 years, toxic environment and will never go back. After terminating my employment, I got an email, to my personal email account, with a document attached. The body of the email was a reminder about the 2 years of non compete agreement. They requested I sign the non compete document and send back. I did not respond and do not plan on signing it. Is this typical practice? If I had already signed one why would they request it again? Anyone else ever see this? Will I get any legal retaliation by not signing?
