Not Sure If This Is Legal

So I get paid every two weeks. I have to clock in anytime before 6:52am and clock out anytime at or after 3:15. If i'm ever late by like a minute or anything clocking in or clocking out to early or have to miss a day out of my 2 week pay period then my hourly pay automatically goes down $3/hr than what I'm suppose to be making. So since I was late a few minutes clocking in the other day out of that two week period it automatically made all the other days I was on time clocking in and out $3 down/hr than what I make as well. So because I was late those few minutes I automatically got almost $400 taken from my check that pay period because they had to drop my pay $3/per than what im suppose to make. Management said it's part of a policy thing. I don't know if this is legal. I'm not sure if I'm going to be working there much longer though. I'm typing this very tired but conflicted so I'm sorry for all the run on sentences and any other errors.
