Not sure if this is wage theft. It almost feels like it should be.

I was on leave recently, the duration of which spanned a week prior to Memorial Day until last week. When I filled out my time sheets for work my boss told me that I couldn't take Holiday pay for Memorial Day because I was on leave during that time. Unpaid leave, mind you. It feels a bit sheisty to me, though I can rationalize it. Thoughts?
