oregon pay question

My company shorted dozens of workers on a day they offered time and a half to get longer shifts out of folks, they have said for two paychecks now it will be on the next paycheck. I am trying to seek out legal aid on this cause under our contract and employee handbook this was a company holiday. I'm worries cause they also offered everyone who worked that day 8 hours of PTO and today told us it was “a miscommunication.” This is the third miscomunication since I started 9 months ago. I am leading a unionization effort at my store and I don't want to add to the trouble that management is going to bring down once it becomes official, is this worth pursuing ot should I focus on the union effort and revisit this at contract negotiations?
