I don't think we should view employers offering to cover this expense as an act of kindness, because ultimately it is in their best interest to do so.
Firstly, it means they will not have to offset, by onboarding a new employee, the labour of a worker taking parental leave.
Secondly, in a difficult labour market, this move acts to attract new workers, as it can be seen as the provision a form of health insurance (for which, the employer pays no premium – it is a single expense directly justified as lesser than the alternative).
This “new type of heath insurance” is only one more means by which the worker is kept dependant, for their survival, on the market sale of their labour power.
