Outside hours appointments

I work as an an electrician (Australia)and standard hours are 7am-3pm Mon-Friday. Recently management have asked that if we were to have appointments outside of these hours to let them know in advance so they know not to schedule work. Shouldn’t they be asking us if we are able to work overtime. Rather than expecting us to be available?
