Overheard my manager negotiating for our team members to get a smaller raise

He was explaining to my boss(I think) that if we got too much, then we would grow accustomed to it and expect the same amount every time. I was kinda floored. I don't understand the logic. He spends so much time trying to convince us that he is our advocate, but then he does this when he thinks no one is listening.
