Passed up for promotion a second time.

Recently the management position I have been aiming for has opened up due to a restructure in the company, I was promised 2 years that I would be next in line. Today I found out that they gave the position to someone who has no experience running a shipping department and management gave the typical excuses when I asked what their reasons were, this is the second time they have done this. For the passed two years I have been running the department as team lead, I broke several company records during this time. I've consistently put out $2m a month for them and optimized the shipping process. Management always tells people to ask me about anything shipping related because I know everything. But give me the excuse that I still need more experience. Thinking about walking out on monday when they change over the guys title. Or should I…
