Put on PIP/warning for whistleblowing?

Two weeks ago, I reached out to my bosses boss about how he’s treating me and everyone horribly and how he’s being a shitty manager. He said just go to your manager and discuss things. We did and it looked like the slate was going to be clean. Yesterday I was placed on a warning for “performance” even though I met and exceeded overall goals for this quarter, does it sound like retaliation?
