Required to work short amounts of time unpaid

I work in a field where we work right out of our clients homes. Our direct care workers are required to write a detailed session note for each and every session but sometimes technology doesn't cooperate. It could be internet connection, iPad issues, issues with our app, etc. It happens a lot and when techs can't submit their session note during their regularly paid time, they have to go home and do it. It may only take 5-10 minutes but I recently asked how they should put that time at home into their time sheet. I was told: “This occasion would not constitute additional time to be billed to complete the note. It is best for technicians to make notes to themselves on general notes section or other format in the event the app or note is not allowing them to document as they go so that any issues needing…

This seems illegal. Any advice? I am in Michigan by the way.
