Schedule Reduction

I am really confused and not sure how to bring this up with my manager. I am full-time and I have only been scheduled 16 hours next week. I have been sick and had to call out and use up all my sick time. I then had a vacation scheduled right after. So it looks like I don't want to work there anymore, but it was just how it played out. I know the main manager plays the schedule like a popularity contest, so I think I am on the shit list for those two weeks. I can not have such a big reduction in hours because I have bills to pay and I live paycheck to paycheck as it is. Sometimes I don't even make ends meet until the next paycheck. I almost had to call off work because I couldn't afford gas to it. I literally had to borrow money from a friend to gas up my car and go to work.

I have been applying to a ton of new jobs that pay way higher, but they are higher competition and I am in the bottom tier of hiring for those industries. I am beyond stressed out and haven't been able to sleep very well at all.

Is it illegal to suddenly schedule someone 16 hours when they are supposed to have at least 32?
