Should I be paying a person traveling around the country to house and cat sit?

Figured I would ask here to see if I am being unrealistic. I’m currently in two different cities for a new job. I should be settled in about a month with a new apartment, so until the end of September. I’ve been looking for someone who is travelling around and they would have somewhere free to stay while watching my two cats. I have the added advantage that I live in a city with an upcoming famous beer festival ;). I can go back and forth on weekends, so I really need someone just during the week, but if they want to stay a weekend, then I can arrange it. I’ve been looking for someone who is travelling around and they would have somewhere free to stay while watching my two cats. I have the added advantage that I live in a city with an upcoming famous beer festival ;). So I met someone today and had them meet my cats and show the apartment. We sat down and figured out dates and then they asked how much I would be paying? I was a little taken aback because I have never done this before. From my side, I would think it would be a deal to stay here since hotel costs for the month of September here are pretty expensive and they are all sold out. They are already housesitting, so I asked her what they were doing. They told me the arrangement (paying for groceries and public transport). I said that was fine and I would do that. They didn’t seem happy with that. They also do not have permission to work and they are on a tourist visa.

They turned it down. I’m wondering if I am wrong somehow. I have found another person who is looking for accommodation because they are here to tie up a few family issues and they need somewhere to stay.

Did I do something wrong?

Edit: they are on a tourist visa and they do not have permission to work here. Sometimes even the exchange could cause problems because they would see it as work.
