Should I jump ship

So I’ve been in a job paying decent money for a few years. Originally had 2 days flexi and a good work life balance. Thing is this year they’ve done away with the flexi for a 35hour no clock in system. This would be good except to actually do the job in 35 hours is impossible. It was fine when I could do 40+ and take a day off twice a month but now I can’t see the incentive to work anything above the 35 which has lead to arguments with managers. I’ve been offered another job paying 2k less but with much better conditions and contractually protected flexi,but I’m just not 100% sure what to do. Edit: 35 hours not 3
