Should I reject a Job Offer if the Hiring Agency refuses to provide me an Offer Letter?

No ranting, I just need some advice. I applied for a contractual position under Kelly Services. I have already provided them with my onboarding documents and have completed my background screening. However, as of now they had not provided me with an official offer letter. I only have a condition offer letter providing me bare-bone details: my job title, my pay rate, and my tentative start date. The conditional offer letter is missing my work schedule and my job description, although I have acquired the details via email. When I had requested my recruiter for an official offer letter, they had told me that “they do not provide offer letters”. I have yet to start work, and will be starting about a week from now. Should I continue anyways? Or should I decline the offer? If you have any need for clarifications, please feel free to ask me a question.
