Should I send this email to my boss

Hello, So I've worked at this company for almost 4 years, IT servicedesk for a specialized software/hardware company, worked in user support/systems admin for 20+ years now because I really enjoy helping customers with all their computer problems even if it pays less then when I would only do systems admin, I like the human contact. Anyway my previous manager left and I got a new one but I dony like him; not an ict manager but more a politician, he is very active in a political party and a few years did that professionally. Many words, not much action, promises promises, I have to spend a lot more time in meetings repeating what I already put in written reports which he refuses to read. Lots of changes, most I agree with and am used to; going to 1st/2nd/3rd line instead of employees doing a mix. I got a promotion…

Anyway my previous manager left and I got a new one but I dony like him; not an ict manager but more a politician, he is very active in a political party and a few years did that professionally. Many words, not much action, promises promises, I have to spend a lot more time in meetings repeating what I already put in written reports which he refuses to read. Lots of changes, most I agree with and am used to; going to 1st/2nd/3rd line instead of employees doing a mix. I got a promotion to 2nd line, but no raise. Which bugs me, but I waited to see when I would get a new contract. But that doesnt seem to be happening. I am used to 100 euros raise monthly each year so I missed out about 4k by now, 3 years no raise.

I could live with that but my work is less fun since the new manager. I decided last year I would wait until after the transition and get some pets and renewing my home which does work to add to my happiness. So compensating that way.

But 2 days ago, my manager and I got into a disagreement in a teams meeting (I work from home) and he basically started yelling at me, which I dont accept. Today I had an already planned meeting with the owner of the company and said manager to discuss progress on all the changes and I thought it was a good talk.

I thought about if I would say what I wanted to say basically:
-if I dont get a raise while profits are up and costs saved by a smaller office, I dont think I will stay very long
-if my manager ever raises his voice again to me, the owner will sooner or later get a message I've accepted a job elsewhere and I'll be gone in a month

But during the meeting I decided not too.

There was one other person from 1st line in the meeting from a partner company but he was silent, it was awkward for him I guess. I expect the owner that he would like to hear from him what happened, the owner cares pretty much like a farmer cares about his cows though. My manager will probably get a warning but I feel its too late already and he'll just put on an act from there on.

I'm not the type of guy to ask for a raise, if my employer doesnt reward me I'll accept or move on, same for confrontations I like to work not have these discussions, its not what I signed up for. Im currently deciding if I should just ask the owner why I have not gotten a raise for 3 years, and tell him I'll be gone if my manager raises his voice against me again.

The company has problems getting more people for support, they got 0 responses for the opening in about a year. I think its mostly because its all specialized and most I learn has almost zero value at any other company (I do study in my time and get certifications every few years). Myself I get several requests from recruiters a year for a talk, I found 10 interesting jobs on indeed alone in about an hour only in my area, I usually have a new job in 3 months max, last times (this is my 7th employer) I got to choose from several offers.

So should I send this email? I dont like risks, might be my employer will get someone who costs a lot more to replace me, I might risk my job. Or just remain silent, apply until I have a new job and kindly tell my boss its about money and not learning new things not mentioning my dislike for my manager. I have also thought of telling my manager, but not the boss just between me and him.
