Spying bosses: is this normal behavior?

I’ve quit a few jobs recently due to bosses telling me or others to spy on each other. At that point I don’t feel safe. Btw, these same bosses that I’m referring to were also big on bullying. I guess it’s a no brainer that they go hand in hand. Anyone else have this happen? Did you just quit?
