Talked with manager about discussing wages

For context I started a new job this last year and expected $18 an hour asked for 22 and got 19.50. I accidentally saw a coworkers offer letter and I knew I was being underpaid. My previous manager told me that I could work to increase my pay outside of yearly raises. Months later I've worked in 5 locations, had 2 official managers, exceeded my goals, and picked up multiple responsibilities. My old manager fell of the face of the Earth and how I have a new one. They were understanding and said they would have to talk to the regional manager.

3 weeks later I'm told in private that I'll be making 22 an hour now! We both high five and get some work done. But they tell me that I shouldn't discuss pay with other employees as it is “against policy.” I read the employee handbook and it states that it is legal to discuss pay with whomever I want and punishment for doing so is illegal in my state. I bring this up to them and we went through the handbook together. My manager apologies and let's me know that they were told by the regional that there was a policy. They will call them out at the next meeting.

TLDR: got a raise, boss told me not to discuss pay, reviewed handbook that states talking about pay is legal. Boss apologized and will call out regional manager for promoting illegal practices.
