This can’t be legal, right?

At the company I’ve been working at for the past couple years, I got an email announcing to everyone that they’d be cracking down on late timesheets. They plan to do this by delaying paychecks for offenders until the next pay period after the timesheet is submitted. We are salaried, so they don’t need timesheets to know how much to pay us. Isn’t this against labor laws? I responded to this email with my concern, citing certain federal laws. The response was “we aren’t withholding pay, just delaying it.” I’m no lawyer, but this can’t be legal, right? If so, isn’t threatening this action also against the law? I have no expectation of anything coming out of this. I already have a new job lined up anyway, so I’m not too afraid of losing this one, so I’m feeling a bit outspoken. Insights and schemes are welcome.
