This Has To Be Illegal

So I go in for a job interview, and the first thing they want me to do is fill out a résumé (I applied on Indeed, so I know they already had one). Not a big deal, but a tad bit frustrating. So when I finally go into the interview, I was told that the amount I asked for was not possible. That's all well and good, but the amount they advertised was 15-20 an hour. The interviewer offered me 14, and said I'd have a chance at a whopping 15 in 90-120 days. When I mentioned they had advertised the job at 15-20, the interviewer seemed surprised and told me he had nothing to do with the ad. Here's the kicker: THE OWNER OF THE COMPANY was the one to post the ad. Needless to say I declined the job. What kinda bait and switch malarkey is this?
