Thoughts on “unlimited flex time” in lieu of defined PTO? Is this a trap?

My friend works for a large national company. Out of nowhere they have decided to completely cancel PTO. Anyone who has accrued large amounts only have until October to use it up. This puts him in a bit of a bind because he hasn't taken a vacation since 2019, and has near the maximum banked. Luckily he had already planned a long trip to burn some of it. His supervisor is not as lucky, and due to all his guys instantly booking trips when this was announced he will have to man the ship, and will be losing over 200 hours of banked PTO. Going forward employees will not be constrained by a certain amount of PTO. As long as “their work is done”, and their manager approves it, there will be no specific limit too how much time off they can take. On paper this sounds amazing. No limit…

On paper this sounds amazing. No limit too how much time you can take off. However I am wondering what “work is done” actually means in practice.

Is this actually an insidious ploy to get people to stop taking time off? Since they already run their operation too lean, and even during the boom of the past few years have had a hiring freeze. I am wondering if they actually anticipate people taking less time off, due to being overburdened, and never caught up?
