Trying to trick me into liability for uniforms?

Any way to get them to back off on the uniform reimbursable? I don't recall signing for them ever since they never physically gave them to me, but I suppose there could have been a page in orientation I don't recall. I may have signed figuring it wasn't gonna be an issue since I was unaware of the crappy system they had. Or are they just trying to get me to sign for them now with this email I got? Do I even need to do anything with this? It feels like it's only for their benefit. Email simply reads “Please see the attached and let me know if you have any questions. ” Doesn't even have instructions to sign or return it. Response email from me:

I had not received any uniforms until after I put in my 2 weeks notice. Therefore, I never took any off the rack and continued to use my trainee uniforms and personal pants.  On my final day I went to the rack to get my uniforms to put in the return box by the entrance and all of my shirts had been stolen and 1 pair of jeans. I placed in the unsecured return box by the main entrance only 6 pairs of jeans brand new.

I would like to know how I am responsible for the missing items when they were never placed in my possession, especially when it was suggested to me during orientation that I “borrow” something off the rack if there is not a trainee shirt that fits my size. This creates a culture that suggests it is ok to take other peoples belongings that they are personally going to be held accountable for and several employees stated they often get stolen as I was questioning why they weren't there when I was looking for them to return. The handling of uniforms in this place is god awful.

Did I somehow unwittingly sign for these items in orientation before receiving them?
