Unlimited PTO Question

My fiance works for an employer who advertises that they offer unlimited PTO. This was not the original draw of the job, as we are aware of what that normally means. But, her manager has been really cool about it and even has encouraged her to use it after not putting in a request for a few months. Earlier today she was told that she had not met her “monthly required hours” for the past two months. Her manager informs her they don't account for PTO for this type of metric, where essentially she would need to be making up the hours she had taken off. Mindblowing, how in the hell is it PTO than!? PTO means you're getting paid while taking time off. But apparently she's supposed to be making this time up in some other fashion? How in the hell can they advertise “unlimited PTO” but you have…
