Wage theft?

Yesterday I learned that my supervisor was waiting at the time clock to take down names of anyone that showed up before 3:28 ( normal clock out time). A coworker showed up at 3:26 and was scolded that she should still be working. Most of us clock in 5-6 minutes before our shift starts and get working. This is a Healthcare facility that is already short staffed. I told my coworkers that we should stop clocking in early and giving them our time. It adds up to 30 minutes per week which is 26 hours per year. Is any part of this considered wage theft? I'm convinced that they have no clue how to retain the employees they do have. Many have already left and I am in the process of doing the same. Edit: we are not paid until 7am but can clock in at 6:54.

Edit: we are not paid until 7am but can clock in at 6:54.
