“We can’t afford to pay you what you’re worth.”

I've been working for a company for 14 years. I left for a year and came back in January of 2020. They offered me $13.50/hr and I tried negotiating, but they promised (for all that's worth) to give me a raise after a year. Now, 10 months later, they hired a new guy and they're paying him $16 and he's got 3 months experience. I was told by my manager that even though we've had record sales this year, he doesn't think the store can afford to pay me more when my year rolls around. I'm afraid I won't be able to be around when they can't pay me.
