WFH in new role

I apologise in advance, I know this subject has been beaten to death already but I just wanted some advice. I've entered a new role as a contractor in my chosen field, I enjoy the work and am finally getting exposure to products that will be very useful for career progression. I get on with the team and my manager, recently we had a network outage on site so me and a couple of others said that we could be back online in 15 minutes if we went home he said, “Technically you're allowed to work from home” but was kind of bearing around the Bush. Eventually he said to go home. My point is, I really want to stay with this company and as a contractor I do have the potential for my contract to be extended or even made permanent.
