What time is ok to contact a coworker/employee when they are late to ask if they are coming in and when?

I have a new hire supposed to start 17 min ago. At my place we are a small corporation/brewery, and we communicate through text and Facebook, everyone hired is fine with it. I have(?) A new hire that was supposed to be here 15 min ago. I know alot of people say don't text your employes but I'd like to know, because my other coworker/employee wants more hours. I personally feel that after 10-15 min it's ok to ask what's up? If I don't ask a new hire if they are coming in I geel like they might think I don't care that they never showed up? The interview went good, but if she does not wanna work it would have been nice to know and prepare. If there is a problem they had I'd love to give them another chance, but not letting me know your late on your…
