Why are verbal agreements only beneficial to the employer?

I verbally agreed to a full time position, but i would be paid casually. I.e. no PTO or benefits at all, but a higher pay rate. They guaranteed me 35-40hrs and 11:30-7:30 shifts 5 days a week. This week i have 19hrs. Next week i have 13hrs. Not one of these shifts are 11:30-7:30, and half of them are in a second location i wasn't told about. Why can't i just up my pay rate without telling anyone? Why can't i just not show up? Why can't i just stop performing duties i agreed to? Because they hold me accountable. You can't hold these people accountable. The way it is is that i am a casual employee, and it just is this way. No further explanation other than saying other employees have it worse. Got an interview lined up tonight. Not starting there until i have some hours in writing,…

Got an interview lined up tonight. Not starting there until i have some hours in writing, casual or not. I hate that i feel like i need to hold my boss ransom with a note, or live knowing my hours can be halved or changed for no reason without even letting me know more than a day in advance.
