Why do managers always want to see you in motion

Why do managers always say “theres always something to do” when sometimes there is quite literally nothing to do. Sometimes, you just finish your work and thats all there is to it. Who WANTS to look for extra work if you can just ride out the clock? Especially if you finished all of your work! Why wouldn't just enjoying some downtime with your co-workers be allowed? I fucking hate workplaces like that.
