Why is it normal for salaried workers to work more than 40 hours?

Is there no mechanism to combat this form of wage theft? Is it not considered wage theft? I’ve never worked a salaried position and have always clocked in and out. I can’t wrap my head around it. When did this become normal and is it legal?
