With office occupancy rates crazy low, white collar work conducted from home, and rents super high, shouldn’t office spaces be rezoned to be allowed to become apartments if certain conditions are met?

With so many empty buildings, it seems easier to rezone property, then wait for a 10 year cycle of builders putting up more housing. That and the type of housing I’m seeing these days is just luxury apartments that anchors rent prices higher.
