Work “culture”-One year back and everyone’s still the same

Has anyone else experienced this after returning to in-person work? Specifically talking about those of us who were eligible for pandemic unemployment and returned to work with those who were not and worked though it. They seem stuck in time somehow. They are really bitter and complain a lot and are unhappy, but don’t want to do anything to change anything and are in fact afraid to act or advocate for themselves. Stuck in blame game and shaming mentality too. Also they have the authority thing: everyone has more or less authority than themselves—everything is based off of an invisible authority-o-meter that is measures intimidation or reputation instead of whether or not someone is a good person or not. Or is this just my workplace? (Not sure if I should have posted in r/askatherapist too.)
