Work expecting extra time and offering no flexibility

Hey folks, just looking for advice. I work 8:30am – 5pm Monday to Friday but I'm having issues with my times and want to know where I stand. Basically because of the big C, I can't drive yet. I have my driving test booked now but I had to wait an extra 2 years. This means I have to rely on public transport. When I get the train in, my average clock-in time is 8:28am. On the odd occasion I clock in at 8:31am (public transport is pretty unreliable at times) but I never clock out before about 5:05pm anyway so I make up for that one min. My manager has been berating me telling me that my clock-in time is unacceptable and that I am expected to be there at least 5-10 mins early so that I am at my desk and ready to start work for 8:30. When I get the train in, my average clock-in time is 8:28am. On the odd occasion I clock in at 8:31am (public transport is pretty unreliable at times) but I never clock out before about 5:05pm anyway so I make up for that one min.

My manager has been berating me telling me that my clock-in time is unacceptable and that I am expected to be there at least 5-10 mins early so that I am at my desk and ready to start work for 8:30. This is not stated in my contract, and when I clock-in at 8:28 I am ready for work by 8:30. It takes me 3 seconds to take my jacket off, hang it on my chair and login to my computer.

This is my issue, I feel like they're just being dicks. They get 40 hours of my life a week already, and I know it's only an extra 5-10 mins a day but that time adds up. To get in that early I have to get a train 30 minutes earlier and just wait around for 45 minutes before I start work. I even offered to change my start/finish time temporarily until I get a car, to either start earlier and avoid the 45 minute wait, or start later and take the same train. My train home is an hour after I finish work and I can't be bothered wasting nearly 2 hours a day 5 days a week sat in a train station because I can't afford to go to a café every day.

Am I in the wrong for not wanting to do this? Where do I stand? I am in the UK if that makes a difference.
