Work has decided not to give me a cost of living increase while providing one to most of the business.

In October I was provided a salary increase as my business were trying to level out the pay in comparison to others in the same role. It was noted that I was being paid less than most in the business and industry for my role. I was obviously very grateful for this increase but knew it was only fair I was given it. This April due to the cost of living most of the business have been given a 5% wage increase, but I have been told I won’t be because of my pay rise in October. Is this fair? Is there anything I can do to request the same pay rise as everyone else? To me it seems I was on the same wage as everyone else doing my role but once again have been left behind.
