Work wants everyone to clock out during bad weather and wait around until it gets better… is this allowed?

So basically I work in Illinois at a outdoor high ropes course and zip line place, during bad weather we are forced to close for 30 minutes until the weather chills out a bit, if it doesn’t the timer resets. A few employees are “allowed” to stay on the clock while the rest need to clock out and wait around until MAYBE we get the chance to re open. Is this legal?
