24/7 Coverage without comp.

I’ve followed this sub for awhile, but finally had to join and post for some clarity. Short story I work as a team leader for a 24/7 operating company (on the operations side.) My company does not have an on call rotation or schedule but relies on the “part of the job” standpoint for answering. Most of the time, it’s never an issue and I or someone answers the calls and goes out to take care of it (with overtime compensation.) However, when everyone is busy at the same time and doesn’t answer they want to seek disciplinary actions or hold it against people on performance reviews. Tl;dr Company wants 24/7 coverage but won’t pay people to be “on call”
