33% income tax at $10/hr?

I recently got a job as a delivery driver at pizza hut in my area, I'm fairly okay with it because after doing the math I got $18.9/hr including tips and mileage for my last paycheck, but I was doing some digging on said last paycheck and found something strange. My net pay, without tips/mileage, was $202.92, before deductions my gross income was $303.85. The fact that my tips are deducted from my gross pay is surprising to me given that I thought I was supposed to keep 100% of tips, but regardless, even ignoring tips entirely I had an income tax of 30%. I earned less than $40k last year, so to my understanding should I not be taxed between 12% and 22%? At my last job there was an 18% tax, but there were no tips, so it was much easier to calculate that. What am I missing?
