4-Star Hotel Does Not Give Me Scheduled Breaks

I work as a Front Desk Agent at a 4-Star Hotel in Virginia. Previous management used to let me take a break (how ever long I needed) as long as there was coverage at the front desk. New manager told me he needed me at the front desk while THERE WAS AMPLE coverage. I have never made a stink about not being given 30 minute and 15 minute breaks bc previous management would let me rest whenever there wasn't anyone at the desk or someone was there to cover me. This new manager has been stressing everyone out and I wanted to know if in Virginia there was a way to report this manager. I really like the company that I work for. They have treated me very well up until this new ass hat manager started. For clarification there were two qualified people at the front when I needed to sit down for a second. My “supervisor” works under the manager. The supervisor takes smoke breaks throughout the shift, while I am really not given time to so much as take a bathroom break. I could have used the restroom excuse but I had a splitting headache. Every step I took away from the office was agony. I just needed to sit down for a second. I need a humane work environment. What can I do?
