Buddy system at work?

My manager had a meeting with all the new hires ( which was basically everyone as i guess their turnover rate is insane ) and we sat a two hour meeting on our responsibilities as a ‘family’ ( context i work at a senior care living facility ) and at the end of the meeting she had us sign documents for onboarding stuff. more importantly she picked “buddies” for us and that we would be responsible for our buddy if they didn’t come in to work we either had to get them to go to work or take over their shift. is this not over the top? my manager literally said it’s to peer pressure us into working and it takes a load off her shoulders. i don’t know i just wanted to rant, and maybe get motivated more to quit. she literally made fun of the last person who…
