“We will sue you if you don’t pay back your certification”

I worked for a disaster restoration company in Washington state. Last Friday I tried to put in my two week notice and my boss immediately told me to leave my notice on his desk and get out of his office. About five minutes later I get called back into his office and the first words out of his mouth where “you know we signed a non compete and can sue you right?” He didn’t ask why I was leaving where I was going or what offer I got. First off in the state of Washington you have to be a salaried worker making more that 100k a year and must receive compensation when you sign. Later that morning I get a call from the owner of the company telling me that I need to pay him 2500 dollars for my certification or he will sue me. I am certified in water damage restoration with the IICRC not the company. The IICRC is under the opinion that as a technician I own the certification regardless of who payed. On top of that the water class costs 900 dollars and the test costs 80 so idk where the 2500 dollar figure came from because after my wages are included is only about 1300 dollars. The best part about this is I even told my boss the specific RCW codes for the non compete and his response was “our lawyer says otherwise”. They don’t even know how many osha and l&i codes I have seen them violate.
